Information on the Study of Ukrainian and Crimean Tatar Languages in the Territory of the Republic of Crimea


 


Article 14 of the Federal Law No. 273-FZ of 29 December 2012 “On Education in the Russian Federation” guarantees education in the Russian Federation in the state language of the Russian Federation, as well as the choice of the language of learning and education within the possibilities provided by the education system.


 


The citizens of the Russian Federation, including those in the territory of the Republic of Crimea, have the right to preschool, primary general and basic general education in their mother tongue as one of the languages of the peoples of the Russian Federation, as well as the right to study their mother tongue as one the languages of the peoples of the Russian Federation within the possibilities provided by the education system and in accordance with the regime established by laws on education.


 


In addition, in accordance with Article 4 of the Federal Law No. 185-FZ of 2 July 2013 “On Amendments to Certain Legislative Acts of the Russian Federation and Invalidating Legislative Acts (Certain Provisions of Legislative Acts) of the Russian Federation as a Result of the Adoption of the Federal Law No. 273-FZ of 29 December 2012 ‘On Education in the Russian Federation’ “ (hereinafter ‘Federal Law No. 185-FZ’), the following articles of the Law of the Russian Federation No. 1807-1 of 25 October 1991 "On the Languages of the Peoples of the Russian Federation" (hereinafter ‘Law on Languages’) are aligned with the rules of the current legislation in the field of education.


 


Thus, Articles 9 and 10 of the Law on Languages in the version of the Federal Law No. 185-FZ stipulate that the citizens of the Russian Federation shall have the right to freely choose the language of education in accordance with the laws on education.


 


In accordance with Article 2, Part 4, of the Federal Constitutional Law No. 6-FKZ of 21 March 2014 "On Admitting to the Russian Federation the Republic of Crimea and Establishing within the Russian Federation of New Constituent Entities of the Republic of Crimea and the City of Federal Importance Sevastopol” (as amended on 21 July 2014), the state languages of the Republic of Crimea are Russian, Ukrainian and Crimean Tatar languages.


 


Today, the residents of the Republic of Crimea enjoy equal opportunities for implementing their right to education in any of these languages. In this context, it is necessary to take into account the fact that previously the rights of the Russian-speaking population in Ukraine were not observed in the normative field, as education in Russian was not provided at all levels. Nowadays, students in the territory of the Republic of Crimea have the opportunity to learn their language and literature in Ukrainian, Crimean Tatar and Russian, the latter being the mother tongue for the majority of the population of the Republic of Crimea.


 


Ukrainian language and literature are studied by 50 557 students in 390 educational establishments (hereinafter ‘schools’), including 54 schools where teaching is provided in both Russian and Ukrainian languages. Crimean Tatar language and literature are studied by 22 002 students in 279 schools (teaching in Crimean Tatar language is provided in 15 schools).


 


The implementation of federal State educational standards is supported by in-service training of teachers, administrators and other employees of educational organizations in the Republic of Crimea and the city of Sevastopol.


 


In-service training in the Republic of Crimea is organized in two phases.


 


In the first phase, training sessions were carried out for all categories of employees in the general education system in order to familiarize them with the main lines of the State policy and legislation of the Russian Federation in the field of general education. The second phase consists of training in accordance with 28 curricula. The trainees will be acquainted with the methods of teaching native languages in accordance with the requirements of the Russian legislation and federal State educational standards.


 


Currently, the issues of providing students with textbooks in their native languages are being solved.


 


Textbooks and teaching aids for the study of Ukrainian and Crimean Tatar languages and literature are developed by the pedagogical community, including the staff of the Crimean Engineering and Pedagogical University and the Research Centre of Crimean Tatar language, literature, history and culture. Artists in the Republic of Crimea take an active part in the development of textbooks’ artistic presentation.


 


Work is underway to translate textbooks used in in the Russian Federation into Ukrainian and Crimean Tatar languages.


 


At the same time, if Ukraine possesses learning and teaching material that could be used in educational institutions in the territory of the Republic of Crimea, the Russian Federation, in particular its Ministry of Education and Science, might consider the question of using this material, provided that it meets educational standards of the Russian Federation.

The Republic of Crimea


In accordance with the decision of the Government of the Russian Federation No. 289 of 14 April 2014, the order of the Government of the Russian Federation No. 585-r of 14 April 2014 and the order of the Russian Ministry of Education and Science No. 406 of  23 April 2014, the above-mentioned Ministry on 2 July 2014 signed the agreement No. 08.T07.24.0623 with the Republic of Crimea (hereinafter ‘Agreement’) on granting 577 997 500 roubles from the federal budget for implementing measures on the modernization of regional preschool education systems (hereinafter ‘MRPES’).


 


On 3 July 2014, the grant was entirety transferred from the federal budget to the regional budget.


 


As of 1 October 2014, the Republic of Crimea implemented 25.19% of the grant transferred from the federal budget for MRPES (145 570 850 thousand roubles).


 


During the implementation of MRPES in 2014, a total of 3 132 seats in preschool establishments will be created.


 


According to the application submitted by Republic of Crimea, MRPES activities will be carried out at 40 sites, including three sites to be built (350 seats), six sites to be reconstructed (720 seats), and 31 sites to be overhauled (2062 seats).


 


As of 1 January 2014, the Republic of Crimea houses 604 independent preschool educational establishments. Crimea’s preschool educational organizations are attended by 60 972 children. There are 13 990 employees in these educational institutions, including
5 756 teachers.


 


As of 10 September 2014, the access rate to preschool education of 3 to 7 year-old children in the Republic of Crimea was still quite low – 79.16% (as compared to 92.52% on average in the Russian Federation).


 


In accordance with the decision of the Government of the Russian Federation No. 546 of 13 June 2014 "On providing in 2014 other inter-budgetary transfers from the federal budget to the budget of the Republic of Crimea for financing the purchase of school buses" and the order of the Government of the Russian Federation No. 1078-r of 18 June 2014 "On providing in 2014 other inter-budgetary transfers for financing the purchase of school buses", on 8 July 2014 the agreement No. 08.R 10.24.001 was signed between the Ministry of Education and Science of the Russian Federation and the Government of the Republic of Crimea.


 


On 14 July 2014, the amount of 123 746 200 thousand roubles was transferred from the federal budget to the budget of the Republic of Crimea. Bidding procedures are currently underway for the purchase of 82 school buses for the entire amount of the transfer. Opening of envelopes with bids was held on 22 September 2014. Five applications out of six were deemed eligible for consideration. According to the terms of reference, the buses are to be supplied by 25 December 2014. This measure will provide transportation means to 4 100 (25.3%) schoolchildren.


 


In accordance with the decision of the Government of the Russian Federation No. 547 of 13 June 2014 "On providing in 2014 other inter-budgetary transfers from the federal budget to the budgets of constitutional entities of the Russian Federation for financing measures on the modernization of regional education systems in the Republic of Crimea and the city of Sevastopol, the acquisition of textbooks needed for the implementation of the educational process by educational organizations in the Republic of Crimea and the city of Sevastopol, and the professional development of teachers, administrators and other employees of the organizations in the Republic of Crimea and the city of Sevastopol, carrying out educational activities'' and the order of the Government of the Russian Federation No. 1081-r of 18 June 2014 "On providing in 2014 other inter-budgetary transfers for financing measures on the acquisition of textbooks needed for the implementation of the educational process by educational organizations in the Republic of Crimea and the city of Sevastopol”, on 9 July 2014 the agreement No. 08.F12.24.001 was signed between the Ministry of Education and Science of the Russian Federation and the Government of the Republic of Crimea. On 11 July 2014, the amount of 899 077 600 roubles was transferred from the federal budget to the budget of the Republic of Crimea. As of 1 September 2014, 2 443 757 textbooks amounting to 856 914 937 200 roubles were supplied under the contracts Nos. 1UCH.01, 1UCH.02, 1UCH.03, 1UCH .04, and 1UCH.05 of 10 July 2014. This delivery provided new textbooks to 195 200 schoolchildren. The rest of the money will be used to purchase additional textbooks until 25 December 2014.


 


In accordance with the decision of the Government of the Russian Federation No. 547 of 13 June 2014 "On providing in 2014 other inter-budgetary transfers from the federal budget to the budgets of constitutional entities of the Russian Federation for financing measures on the modernization of regional education systems in the Republic of Crimea and the city of Sevastopol, the acquisition of textbooks needed for the implementation of the educational process by educational organizations in the Republic of Crimea and the city of Sevastopol, and the professional development of teachers, administrators and other employees of the organizations in the Republic of Crimea and the city of Sevastopol, carrying out educational activities'' and the order of the Government of the Russian Federation No. 1079-r of 18 June 2014 "On providing in 2014 other inter-budgetary transfers for financing measures on the modernization of regional education systems in the Republic of Crimea and the city of Sevastopol”, on 11 July 2014 the agreement No. 08.F11.24.002 was signed between the Ministry of Education and Science of the Russian Federation and the Government of the Republic of Crimea. On 16 July 2014, the amount of 1 089 801 500 roubles was transferred from the federal budget to the budget of the Republic of Crimea. In order to ensure the transition of educational organizations in the Republic of Crimea to State educational standards as soon as possible, and timely install all the necessary training equipment in schools, a proposal was developed to divide educational institutions into three main types depending on their functions – resource centres, specialized general educational organizations, and basic general educational organizations.


 


The funds from the federal budget will be spent on renovating educational organizations (71 schools) and purchasing training equipment for them. Eight resource centres and 12 specialized educational organizations will be created. Necessary equipment will be installed in 130 basic educational institutions and 17 boarding schools. In addition, equipment will be purchased for 100 school canteens. Resource centres are established in order to find a package solution of certain tasks by concentrating highly qualified specialists, modern IT systems, and advanced technologies. Specialized general educational organizations are created in order to successfully meet the challenges facing the education system at municipal or town levels and serve as a basis for the transition to State general educational standards in 2016-2018. All other educational organizations will be fitted out in accordance with the basic level of equipment. Currently, public contracts are negotiated for the purchase and supply of educational equipment for educational institutions of the Republic of Crimea.


 


The renovation and equipment of educational organizations must be completed by 31 December 2014.


 


Moreover, starting from 2015, the Russian Federation will provide financial support to the ICC "Artek" in the framework of the State program of the Russian Federation "Development of Education" for 2013 - 2020. Funding will be provided through grants for financial support of the state target, calculated on the basis of standard costs for the provision of public services to individuals and/or legal entities and standard costs for maintaining public assets. The amount of 5 400 000 000 roubles will also be granted for the development program of the ICC "Artek" in 2015-2019.


 


In 2015, the amount of the grant will reach 3 102 700 000 roubles, including 1 500 000 000 for the implementation of the development program the ICC "Artek". The latter will admit over 26 700 children.


 


In 2016, the amount of financial support is planned to reach 3 353 396 200 roubles, including 1 200 000 000 for the implementation of the development program. The ICC "Artek" will admit over 35 600 children.


 


From 2017, it is planned that the ICC "Artek" will be annually attended at least by 38 000 children. Annual State financial support will amount to 2 332 900 000 roubles.


 


In addition, there are plans to carry out a number of activities for the construction and reconstruction of the International Children's Center "Artek". In accordance with the decision of the Government of the Russian Federation No. 790 of 11 August 2014, the federal target program ‘Socio-economic Development of the Republic of Crimea and Sevastopol until 2020” earmarks federal funds in the amount of 21 405 000 000 roubles for 2015-2020, including 5 090 000 000 roubles for 2015, 4 230 000 000 for 2016, 4 410 000 000 for 2017, and 7 575 000 000 for 2018-2020.


 


In accordance with the official instruction No. DL-36/OP (Section I, paragraph 6) of 26 September 2014, on 1 October Minister of Education and Science of the Russian Federation Dmitry Livanov held a meeting on the progress in the development program of the ICC "Artek". According to the schedule for preparing the ICC "Artek" development program, the latter should be presented by the ICC to the Ministry by the end of October 2014.


 


By now, the development concept of the ICC "Artek" has been worked out and submitted to the federal bodies of executive branch for their agreement.


 


In accordance with the decision of the Government of the Russian Federation No. 547 of 13 June 2014 "On providing in 2014 other inter-budgetary transfers from the federal budget to the budgets of constitutional entities of the Russian Federation for financing measures on the modernization of regional education systems in the Republic of Crimea and the city of Sevastopol, the acquisition of textbooksneeded for the implementation of the educational process by educational organizations in the Republic of Crimea and the city of Sevastopol, and the professional development of teachers, administrators and other employees of the organizations in the Republic of Crimea and the city of Sevastopol, carrying out educational activities'' and the order of the Government of the Russian Federation No. 1080-r of 18 June 2014 "On providing in 2014 other inter-budgetary transfers for financing measures on the professional development of teachers, administrators and other employees of the organizations carrying out educational activities in the Republic of Crimea and the city of Sevastopol”, on 11 July 2014 the agreement No. 08.B13.24.002 was signed between the Ministry of Education and Science of the Russian Federation and the Government of the Republic of Crimea. On 22 July 2014, the amount of 458 254 700 roubles was transferred from the federal budget to the budget of the Republic of Crimea. The latter’s expenditures on financing educators’ in-service training in September 2014 reached 128 201 120 roubles. The current amount of pending disbursements for this purpose is 330 053 580 roubles.


 


In-service training in the Republic of Crimea was organized in two phases. At the first phase, 12-hour courses were conducted on the basis of an invariant curriculum designed for all categories of educators in the general education system in order to familiarize them with the main lines of the State policy and legislation of the Russian Federation in the field of general education.. The first phase covered the period from 2 to 7 June 2014. The training was taking place simultaneously in 49 groups in 24 settlements of Crimea. The second phase that began on 9 June, 2014, provides training in accordance with 28 curricula designed for different categories of trainees. Their total number is 23 145.


 


The City of Sevastopol


In accordance with the decision of the Government of the Russian Federation No. 289 of 14 April 2014, the order of the Government of the Russian Federation No. 585-r of 14 April 2014 and the order of the Russian Ministry of Education and Science No. 406 of  23 April 2014, the above-mentioned Ministry on 2 July 2014 signed the agreement No. 08.T07.24.0624 with the Government of the city of Sevastopol on granting 104 059 500 roubles from the federal budget for implementing measures on the modernization of regional preschool education systems (hereinafter ‘MRPES’). On 3 July 2014, the grant was entirety transferred from the federal budget to the budget of the city of Sevastopol.


 


This federal grant will allow in 2014 to create 480 additional seats in pre-school organizations, thus enlarging access to preschool education.


 


According to the application submitted by the city of Sevastopol, MRPES activities will be carried out at two sites, including one site to be built (260 seats), and one site to be overhauled (220 seats).


 


As of 1 October 2014, the grant implementation rate is 0%; no seats in pre-school organizations have been so far created.


 


As of 1 January 2014, there were 91 independent educational organizations in the city of Sevastopol. As of 10 September 2014, preschool educational establishments were attended by 13 277 children aged three to seven years. As of 10 September 2014, the access rate to preschool education of 3 to 7 year-old children in the city of Sevastopol was still quite low – 80.09% (as compared to 92.52% on average in the Russian Federation).


 


In accordance with the decision of the Government of the Russian Federation No. 547 of 13 June 2014 "On providing in 2014 other inter-budgetary transfers from the federal budget to the budgets of constitutional entities of the Russian Federation for financing measures on the modernization of regional education systemsin the Republic of Crimea and the city of Sevastopol, the acquisition of textbooks needed for the implementation of the educational process by educational organizations in the Republic of Crimea and the city of Sevastopol, and the professional development of teachers, administrators and other employees of the organizations in the Republic of Crimea and the city of Sevastopol, carrying out educational activities'' and the order of the Government of the Russian Federation No. 1081-r of 18 June 2014 "On providing in 2014 other inter-budgetary transfers for financing measures on the acquisition of textbooks needed for the implementation of the educational process by educational organizations in the Republic of Crimea and the city of Sevastopol”, on 9 July 2014 the agreement No. 08.F12.24.001 was signed between the Ministry of Education and Science of the Russian Federation and the Government of the city of Sevastopol. On 11 July 2014, the amount of 162 948 200 roubles was transferred from the federal budget to the budget of the city of Sevastopol.


 


On 1 September 2014, 451 282 textbooks amounting to 162 948 200 roubles were supplied. This delivery provided new textbooks to 42 402 schoolchildren.


 


In accordance with the decision of the Government of the Russian Federation No. 547 of 13 June 2014 "On providing in 2014 other inter-budgetary transfers from the federal budget to the budgets of constitutional entities of the Russian Federation for financing measures on the modernization of regional education systems in the Republic of Crimea and the city of Sevastopol, the acquisition of textbooksneeded for the implementation of the educational process by educational organizations in the Republic of Crimea and the city of Sevastopol, and the professional development of teachers, administrators and other employees of the organizations in the Republic of Crimea and the city of Sevastopol, carrying out educational activities '' and the order of the Government of the Russian Federation No. 1079-r of 18 June 2014 "On providing in 2014 other inter-budgetary transfers for financing measures on the modernization of regional education systems in the Republic of Crimea and the city of Sevastopol”, on 30 June 2014 the agreement No. 08.F11.24.001 was signed between the Ministry of Education and Science of the Russian Federation and the Government of the city of Sevastopol.


 


On 11 July 2014, the amount of 208 298 600 roubles was transferred from the federal budget to the budget of the city of Sevastopol. In order to ensure the transition of educational organizations in the city of Sevastopol to State educational standards as soon as possible, and timely install all the necessary training equipment in schools, a proposal was developed to divide educational institutions into three main types depending on their functions – resource centres, specialized general educational organizations, and basic general educational organizations.


 


The funds from the federal budget will be spent on renovating educational organizations (6 schools) and purchasing training equipment for them. Two resource centres and three specialized educational organizations will be created. Necessary equipment will be installed in 17 basic educational institutions and one boarding school. In addition, equipment will be purchased for 30 school canteens. Medical equipment will be delivered to 36 schools, and four schools will receive new sports equipment and playgrounds Resource centres are established in order to find a package solution of certain tasks by concentrating highly qualified specialists, modern IT systems, and advanced technologies. Specialized general educational organizations are created in order to successfully meet the challenges facing the education system and serve as a basis for the transition to State general educational standards in 2016-2018.


 


According to the General Directorate of Education and Science of the city of Sevastopol (7 October 2014), public contracts have been signed covering the supply of 74 units of medical equipments for educational establishments and 20 units of equipment for implementing the educational process in the general education system; as well as the supply of educational, laboratory and IT equipment and furniture for the implementing the educational process in two resource centres, four specialized schools and 14 basic educational organizations. Public contracts for the supply of equipment for school libraries computerization have been also signed.


 


The renovation and equipment of educational organizations must be completed by 31 December 2014.

On 11 July 2014, the amount of 86 968 200 roubles was transferred from the federal budget to the budget of the city of Sevastopol.


 


In-service training in the city of Sevastopol was organized in one phase. All groups were trained on the basis of the invariant and variable versions of the curriculum. 28 categories of general education professionals were trained. Training sessions in the city of Sevastopol were fully completed by 1 July 2014, covering 4 199 persons in 105 groups.
