On the Recommendation of the Executive Board of UNESCO to Admit Palestine to the Organization
The ongoing 187th session of UNESCO's Executive Board in Paris, chaired by the Permanent Representative of Russia to UNESCO, Eleonora Mitrofanova, discussed on October 5 the application of the Palestinian National Authority for the admission of Palestine as a member of this Organization.
Out of the 58 member states on the Board, 40 (including Russia) voted for the draft decision that recommends that the General Conference of UNESCO grant this request. For the final decision on this matter, it needs to have qualified majority support at the 36th session of the General Conference opening on October 25.
Speaking in explanation of vote, the Russian delegation indicated that, in accordance with the UNESCO Constitution, the admission of Palestine, just as any other country, to this leading international organization in the sphere of humanitarian cooperation is not conditioned by membership in the UN. It was also emphasized that the participation of Palestine in the work of UNESCO as a full member of the Organization could contribute to further strengthening the interaction between them in the realization of numerous humanitarian and cultural projects.
